            In accordance with Board Policy 3410 an annual audit of the books and records of the Santa Clara County Office of Education (SCCOE) was conducted for the fiscal year ended June 30, 2011.

      *    A.         Anti-Bullying Advisory Council

                         An Advisory Council to eradicate bullying in county schools was formed by Santa Clara County Board of Education President Joseph Di Salvo.  President Di Salvo asked former San Jose City Council member and Vice Mayor Judy Chirco to be chairwoman of the Advisory Council.  The Advisory Council has completed their work and will be presenting their findings and recommendations.

                        On November 4, 2011, the Charter Schools Department of the Santa Clara County Office of Education received a petition for a countywide charter school from Rocketship Education seeking approval to open Rocketship 9 as a countywide charter school.  California Education Code Section 47605.6(b) requires that “no later than 60 days after receiving a petition . . . the county board of education shall hold a public hearing on the provisions of the charter, at which time the county board of education shall consider the level of support for the petition by teachers, parents or guardian, and the school districts where the charter school petitioner proposes to place school facilities.”  This item will be placed on the County Board of Education agenda for a vote either on December 14, 2011 or on January 11, 2012.

      *    A.         Study of County Board of Education Trustee Area Boundaries

On November 16, 2011 the County Committee on School District Organization will hold a second public hearing on the County Board Trustee Area Redistricting.  The County Committee may take action on the newly adjusted boundaries.  Staff will provide an update on the public hearing and any decision made by the County Committee.

 

      *    B.          Annual Report to the Board:  Rocketship Education

                          The County Board of Education has invited charter schools for which they are the authorizers to give a short presentation during a regularly scheduled County Board meeting.  Rocketship Education Schools will give a 10 minute oral presentation on selected highlights from their 2011-12 Annual Report.

 

      *    C.          Annual Report to the Board:  Leadership Public Schools

                          The County Board of Education has invited charter schools for which they are the authorizers to give a short presentation during a regularly scheduled County Board meeting.  Leadership Public Schools will give a 10 minute oral presentation on selected highlights from their 2011-12 Annual Report.

                        On October 17, 2011, the Charter Schools Department of the Santa Clara County Office of Education received a petition from Leadership Public Schools ― San Jose seeking renewal of its charter.  California Education Code Section 47605(b) requires that “no later than 30 days after receiving a petition … the county board of education shall hold a public hearing on the provisions of the charter …”  This item will be placed on the December 14, 2011 County Board of Education agenda for a vote.

 

      *     B.        Public Hearing on the Renewal Charter of Rocketship Si Se Puede

                        On October 14, 2011, the Charter Schools Department of the Santa Clara County Office of Education received a petition from Rocketship Education seeking renewal of the charter for Rocketship Sí Se Puede.  California Education Code Section 47605(b) requires that “no later than 30 days after receiving a petition … the county board of education shall hold a public hearing on the provisions of the charter …”  This item will be placed on the December 14, 2011 County Board of Education agenda for a vote.

 

9.         ACTION ITEMS

 

       *    A.        Decision on Countywide Charter Petition for Rocketship 6

                        Currently before the Board are the petitions for the third, fourth and fifth school sites originally authorized under the 2009 charter (Rocketship 6, Rocketship 7, and Rocketship 8).  Each of these schools is scheduled to open in the fall of 2012.  Rocketship 6 will be located within Alum Rock Union School District.  California Education Code 47605.6(b) requires that “no later than 60 days after receiving a

petition … the county board of education shall hold a public hearing on the provisions of the charter, at which time the county board of education shall consider the level of support for the petition by teachers, parents or guardian and the school districts where the charter school petitioner proposes to place school facilities.”  The Education Code

further requires that the county board of education “either grant or deny the charter within 90 days of receipt of the petition.”  The petition for Rocketship 6 was received by the Charter Schools Department of the Santa Clara County Office of Education (COE) on October 10, 2011.  On October 19, 2011, the Board held a public hearing on Rocketship 6.   COE staff reviewed the petition utilizing the criteria for countywide charter approval set forth in Education Code Section 47605.6  Staff recommends that the Board deny the petition for the reasons set forth in the staff report.

 

       *    B.        Decision on Countywide Charter Petition for Rocketship 7

       *    D.        Gates Foundation District―Charter Compact Initiative

                        The Gates Foundation has invited SCCOE and several San José districts to participate in Round Two of its District-Charter Initiative.  The goal of the initiative is “to improve collaboration and innovation between charters and district schools to provide all students in a city with a portfolio of highly effective education options, accelerating 80% college readiness in the city.”  The Foundation will award $100,000 implementation grants to the district-charter compacts which meet Foundation criteria and are determined to have the potential to achieve the goals of this initiative.  Staff recommends to authorize submission of the SCCOE-Charter Compact by the November 18, 2011 deadline with the understanding that the final Compact will be submitted for Board approval in December 2011.

      *    A.         Request Approval of Minutes of Regular Board Meeting of November 2, 2011 (#2088)

 

       *    B.        Request Approval to Increase the Alfa Tech Contract for Data Center Design Services

                        Last fiscal year, the office contracted with the Alfa Tech engineering firm to design a new data center.  The proposed increase in costs to this contract will cover the additional design fees and other related costs so that the office can receive bids on both design scenarios (conventional and modular).  Administration recommends approval for staff to increase the Alfa Tech contract for data center design services as indicated on the transmittal.

 

      *    C.        Request Approval to Submit Non-Competitive Grant for Advancing Summer Matters Initiative through Technical Assistance Capacity Building

                        The goal of this project is to support the building of exemplary Technical Assistance (TA) to support the David and Lucile Packard Foundation’s Summer Learning Matters Initiative with the capacity to support the diverse needs of after school summer learning programs across the state.  The SCCOE would receive $485,000 from the David and Lucile Packard Foundation from January 1, 2012 through December 31, 2012.  Administration recommends approval to submit a non-competitive grant for advancing summer matters initiative through technical assistance capacity building.
